Coinbase isnt trying to be a regulated exchange so that they can add new coins. They are trying to be a regulated exchange to be able to continue trading ETH when it gets declared a security.

They would have a window to be the dominant exchange. The exchange business isn't really conducive to a whole lot of players, the big just go parabolic because liquidity will follow liquidity.
