I would say they're both countries with state-planning and some market elements. They also both have profit motives, which is something that socialism doesn't have. In the USSR for example bussinesses didn't operate for profit, simply to serve society.

what is your definition of a business? isn't it something to do with private property? they didn't have private property in the ussr, every enterprise was owned and run by the state. so they had no "profit" but only on paper. in reality their system was based on a state capitalism model, i.e the accumulation of capital via the surplus value that was extracted from the workers and that surplus was re-invested and re-distributed among the ruling elites. so it was indeed production for profit not production for use. it was just a corrupt form of state capitalism (a state directed accumulation).
