I wonder why they introduced this perfect tense construction in inter-slavic, it's overly complicated and exists only in Serbo-Croatian, Bulgarian and Czecho-Slovak (in Polish it's only partially and simplified), so it's kinda incomprehensible for most of Slavs, especially East Slavs.

Not really, because it doesn't exist this way in Polish as well, we only have endings derived from "to be" in an appropriate form in 1st and 2nd person but most of Poles don't even realize these endings are just contracted forms of "to be" attached to the verb. An average Pole would be confused reading a phrase like "jesi izpil" because in Polish it sounds more similar to "jesteś wypił" which means "you are drank" (not even "drunk"), so it's basically incomprehensible.

It's exactly the same like English perfect, just they have "to have" instead of "to be" like in Slavic languages.

Probably (it's hard to say because I know Russian and Serbian so I don't find any construction in Slavic languages incomprehensible but I guess most of Poles don't have it that easy) but I'm just surprised they chose this more complicated construction instead of that simplified east Slavic one (so basically only the actual verb in past participle, without "to be"), since we don't really have proper perfect/past tense distinction in Slavic languages anymore and in the majority of Slavic languages this originally "perfect" tense is just used as simple past, therefore we don't need to emphasize its "perfect" roots with the word "to be".

Why don't people take in consideration the fact, that Ukrainian alone has more speakers than all South Slavic languages combined? Just because we have not balkanized into dozens of separate states with their own razbalachkas does not mean our "votes" should mean less.

I wasn't really talking about Interslavic. Quite often people call unique Russian/East Slavic features (like the "u X jest' Y" construction, for example) "non-Slavic" just because the rest of the languages in the family don't use it. As if being used by more than half the total amount of Slavic speakers is not a good enough reason to consider it a typical feature.

Old Church Slavonic was insanely complicated and complex, I still can't understand how it was possible that such primitive people like early medieval Slavs who didn't even have any writing system created such a complicated language.

But since the idea of the inter-slavic language is to faciliate communication between Slavs, it should be as easy as possible, not to just copy O-C-S as no modern Slav understands it (unless he has some exposure to it like in the orthodox church).
