Remember, culture and laws can be very different from each other.
For example, China is known for its censorious government, but Chinese people are some of the least politically correct people in the world.
On the other hand, the USA has absolute free speech by law, but speech viewed as offensive to certain groups can quickly cause riots and ruin your life outside the law.
To clarify: Political correctness = Bad culture Hypocrisy and double standards = Bad culture
It's based on the info I have so far. It's a work in progress, and if you disagree, I'll take that into consideration.

In Japan if you're charged with something that mens you got like 96% to get convicted because that's how their system works. That's why they stay away from crimes because they're affraid of getting charged and going to jail despite not doing shit.

US should be better. They have a very whiny and critical population at the end of the day despite all the Patriot(TM) stuff. Shitting on the current president is a tradition. The bad part about the culture is that it's very partisan and it affects how they deal with media. Mainstream media is also quite controlled, by alternatives are easily accessible.
The green countries in the Balkans should be demoted. They are suspicious and critical but the suspicion is easily quelled with a bit of bribery and partisanism.
I think I agree with this map if it's free speech only. There are some things I'd tweak, like some of the meds being green instead of yellow, but pretty good effort all in all.
