You're going to find those people everywhere. I would honestly recommend the suburbs in Cincinnati and there's a small russian community. The suburbs are nice, white, one of the cheapest states, and have a comfy city with plenty to do. It's also not too far from many places like Chicago, Gatlinburg, etc.

Anywhere in the south will be hot. The least crowded, least hot areas are in the north-central region and Alaska.
