It gives them a legal loophole. If you do turn out to be a terrorist they can say you lied on your immigration application and easily strip your citizenship, deport you, or even send you to Guantanamo Bay.
Once you are a citizen you have more rights and they are limited in what they can do. This just gives them a quick and easy way to revoke it if you turn out to be shitty.
