Slovenia was a part of Austria for 600 years so that was only to be expected. However, the nobility were all driven out after WWI cause they insisted on using German and the great industrialists too following WWII cause they were capitalists, so some credit is also due to the newly fledged cold war partisan bourgeoisie.

no, the people there belong to a different ethnicity. Croatian Zagorje and Medžimurje, though, are pretty much ethnically Slovene.
