In rural areas you have to walk since these services aren't as common but yes otherwise just wait for a shuttle to flag down. Normally they do a good job of seeing you park so you don't need to get their attention at all. Don't forget to tip when you use one while visiting however

I'm not aware of any being particularly successful, but there have been repeated attacks on the NSA HQ. Large parking lot means a huge killzone for snipers and others before attackers get anywhere near anything important
