It has a fully-fledged modern armour corps, air force, and a blue water navy with force projection and expeditionary capability. Most Western countries don't have anywhere close to the same capabilities as the JSDF, which is an army in all but name. In any case if you want to get down to the nitty-gritty of definition, the JSDF is an army: it has the sanction of force by government but it is the government that is restrained from employing it in such a capacity.

If it came to a confrontation, Japan could easily defeat North Korea and has a strong chance against China, but that's not really the pojnt of Chinese sabre-rattling nor Abe's moves to permit military deployment.

I'm well aware that there is more to this topic than just stats and indexes but Japan's advantage in more advanced tech (which is basically due to the US) is not enough to bridge the gap between China and Japan. China has quite a few advanced tech too and spend a lot on R&D. If Japan were to enact changes in the constitution, China will not sit idly by and make sure they keep their advantage.
