If you are in the said countries, you should leave and return to Finland.

Leave immediately: Jemen Libya Etelä-Sudan Syyria
Try to limit travelling to these: Haiti (politically unstable) Kongon demokraattinen tasavalt (extremely dangerous armed gangs) Nicaragua (kidnaps) Pakistan (rape and murder) Pohjois-Korea (USA has given a guideline to avoid Korea but they have always been in good terms with Finns, Finland was also the only country to help them financially some decades ago) Venezuela (poverty has leaded into huge increase in criminal activity)
Come on the worst that can happen is rape and scandis are used to rape by now

I'm also curious why the Dutch cautions against traveling to Belarus. The Swedish ministry of foreign affairs for instance says "Belarus is a generally safe destination for foreign visors, and it is very rare that Swedes get into trouble in the country."
As for Russia it only recommend you avoid the regions: Belgorod, Voronezj, Rostov, Chechnya, Ingushetia, Dagestan, North Ossetia-Alania, Kabardino-Balkar, Karachay-Cherkess and Stavropol Krai
