It's usually because their publicly funded programs aren't tax funded. Like here in the US PBS is funded by taxes, but in a bunch of countries people without televisions bitched enough about that for their governments to only charge television owners. I'm pretty sure all the proceeds go to those public channels too.

Its only for watching terrestrial TV, you dont need one if you only use your TV for netflix, TV is for dumb goyim anyway

The bbc gets roughly the same amount of complaints from each side of the political spectrum saying that it's not impartial, so yeah, I do believe it. It's literally law. Pro tip, reporting on things you don't think are important doesn't mean it's not impartial
