Punishments can serve many purposes.

General prevention, to keep people in the general public who wants to commit a crime from doing it.
Special prevention, keep the guy from doing it again out of fear of a punishment.
Rehabilitation. Ensure the person won't end up in the same position in society afterwards, so his life will be changed and he won't do it again.
Incapacitation, getting the criminal off the street so he can't commit crimes. Keeping the public safe.
And retribution, to satisfy and get justice for the victims.

Special prevention and rehabilitation might have taken place, but according to the statistics 70% of the criminals will just commit another crime in the future. So it's more likely he hasn't learned a thing. And all the other goals of giving someone a punishment have not taken place.

In fact, I bet rehabilitation hasn't taken place either. Because he isn't being put in any program.

So it's just a vague hope that special prevention has taken place. Which is far fetched.

In the Netherlands there are some programs where people can just go to work or school during the day. And afterwards have to go back to prison again.

Here you can lose your job for something as trivial as misdemeanor DUI. By our standards he’s getting off easy if all he needs to do is find a new job.
