Yes you do if you want to make efficient use of land and make sure supply is high enough for it to be affordable. And yet people call suburban neighborhoods soulless all the same. At least with high rise buildings you have an enhanced sense of community and easy access to utilities and resources such as parks, shopping places, public transit, and swimming pools. It encourages walking which is much better than almost mandatory car use.

Operating Santa Lucia and the current airport at the same time is just asking for complaints from travellers, specially since they're relatively far from each other, and assuming they go with the idea of one doing international flights and another doing national flights that means people would have to have even more time between flights so they can do a connection flight to another country.

this lot doesn't belong to the developer who is building that skyscraper (it will have few underground parking lots as it is more common now to encourage people to use public transport), there's another skyscraper planned in that carpark but it will take several years until construction begins so now it serves as a temporary carpark
