The only reason Tito wasn't an absolute murderous tyrant like Stalin was because Tito never had the resources and power required to fully control every facet of life in Yugoslavia.

More than 70% of the available money in Yugoslavia was from people in the Balkans who had moved elsewhere and were sending money back home, there were barely any jobs in Yugoslavia itself, and the numerous dumb socialist-modernist art pet projects by Tito had entirely drained the economy so he couldn't afford making and maintaining a functional job market.

Even to this day the Balkans are littered with ugly as shit architecture that is often only partially broken down to build on top of it because the countries can't even afford to demolish everything.

to save croatia one would need to:
>ban HDZ as a mafia organization and arrest all of its high ranking members
>execute order 66 on known mafiosos who run roughshood over the country
>purge the judiciary branch of all corrupt and useless judges and put a hard limit on process duration (one month for a case, every day over and all parties get huge financial penalties)
>go through all false veterans and seize all their assets (including those of their families) for stealing and embezzeling state funds for 20+ years
>purge all former communists from any kind of political or social positions
>fire at least 50k useless leeches (croatian: uhljebi) from public administration
>reduce number of counties from 21 to 4 or 5
>drastically harshen criminal laws
>reinstate mandatory military service after high school to give young people some sense of discipline
>make owning a smartphone illegal for anyone below the age of 16
