Pan nationalism is the celebration of all subgroups of a given national.
But culturally speaking Germany is dead anyway, so the common culture is dying together with the regional one.
It's not a celebration of subgroups when those subgroups are being submerged by the group usually in the capital. It happens here too.

Sure, but that isn't what happens necessarily, just when one group seeks domination over the other.
The point is that the larger a certain nation is the stronger it is, that is why separatism is almost always not a viable strategy, unless you can exist within some greater empire.

Why not? It basically means the same, the strongest country enforces itself over others, the weaker and smaller these countries the easier their rule is to enforce.
