Crunching the numbers, this comes out to 2.14 executions per million people in China, vs about 3.5 executions per million people in Iran, on the low end of things. Giving China high figures this becomes 7.14 executions per million people.
Out of curiosity I crunched the numbers for the US too, came up to just a touch over 0.1 executions per million people.

You're right about the Saudis and Iran but wrong about the US. 1000 executions would put china at ~ 0.7 executions per million as per , versus 0.1 for the US.
