in ottoman greece, if you wanted to make something of yourself, you went to the capital, constantinople. Athens was a small town all the way up to the 20th century.

if you wanted to avoid turks, you lived in the country side. Hence athens and other big cities never grew large

greece is one of the most highly taxed countries in the world, and has high tax evasion for both good and bad reasons (if you dont and you're poor you have no money at all)

so the government has more than 7000 things it needs you to ask permission from the bureaucracy to do, and you need to pay for each one of them, and it takes tons of your time to do, and it can take forever to get approval

so people just go ahead and do what they need (or want, illegally)

then the government just legalizes eventually, with a discount tax paid for legalizing the illegally built property, so in effect, the greek government encourages illegality and tax evasion with its practices
