Mississippi has the traditionally African American base along the Mississippi River Delta, these are remnants from sharecropping and slavery itself.
It also has poor rural whites living in trailers.
Biloxi is one of the richer cities there but still has 12% of the population below the poverty line.
Most of this is because their politicians don’t invest in infrastructure or healthcare, they’re ranked last in healthcare, in fact they are so bad in healthcare that they’re Republican Governor is considering adopting Medicare although that most likely won’t happen.
It’s not a fiscal stable state either so that doesn’t help the average citizen there
Like I said, their legislature doesn’t invest in infrastructure much either.
This is only partially true, Africans only comprise 37% of the population of Mississippi, most of them have moved north in the past century or to other urban centers.

I am not aware of a state that has a higher percentage, I'm not doubting there if, but if you can find one, please show it. I will guess Illinois probably has more black people than Mississippi due to Chicago, but as far as percentages go, they only make up 15% maybe Georgia for a higher one
