India has a massive population and a relatively open view for the media so naturally you see a lot of mutants despite the fact that other countries exist with a higher rate of birth defects. Also a lot of people in India are superstitious or have an aversion towards modern medicine (particularly in rural areas, where the majority of these defective births will take place). So these people usually end up growing up without receiving any treatment and by the time they've passed infancy it is too late for them to be turned back to normal.
