Maybe there are more foreign IPs being used to post ads, scam and shitpost than there are innocent non-Japanese posters using their sites. They just don't want to deal with it.
Some US-based sites ban Ghanaian IPs, most likely because there are more spammers (probably their fellow countrymen and Chinese/Indian people getting paid $0.001 per post using VPNs 99% of the time) than actual Ghanaian online users visiting. It's annoying, but understandable. It can't be helped.
