Explaining everything will take a really long post and I'm typing on my phone so I'll try to keep it really short:
1. Israeli products made on the Palestinian territories are being boycotted.
2. Security. Who will provide security these places? How much can an Israeli company trust and rely on Palestinian police and government?
3. PA is super corrupt. If the company is under Palestinian jurisdiction, how successfuly can they deal with all corruption there? That's why for example Eastern Europe is very unpopular with foreign investors despite abundance of cheap and qualified labor.
4. Contested status of the land. Generally you don't want to invest into a place which you never know who might end up grabbing.
5. Arabs are shit workers, and the labor isn't as cheap as in China. So even if you ignore all the reasons, it simply not ad profitable as investing in China.
6. Israel isn't poor, but we're not exactly rich either. Usually we're the once being invested into. Also most pure Israeli companies deal with military industries, and for security reason you can't have Arabs anywhere near that.
