from what i recall, satoshi gave gavin andersen and a few others repo privileges, originally people with different opinions; then after satoshi disappeared, the core developer team with repo privileges gradually turned to a few people who agreed with each other, either because other devs dropped out or were actively pushed away (google mike hearn and bitcoinxt)

Satoshi passed the torch to Gavin and it was Gavin that recruited the rest. Gavin gave total control to the repo to Wladamir way back in 2014 and began stepping away from the project back then. The irony is, Gavin Andresen is on record during this time saying that he doesn't want his lead developer role. He stopped all activity in 2016 and hasn't made a single contribution since. It was only when he mysteriously started to promote CSW as the one true Satoshi is when he got banned from the repo. A mistake that he readily admits was false today. yet the bitcoin cash narrative is that Gavin was robbed of his role as lead dev a position he gave up back in 2014.
