You can walk, cycle, drive/take public transportation anywhere, grocery stores are always nearby. It's by the sea and surrounded by nature. Oulu isn't that bad desu.

Zoning, how else do you think? They are built because your building code was and zoning allow it. Hell even in NYC you cant just put a skyscraper anywhere and there are rules about how high a building can be am it's foot print on the property so that light isnt blocked.
