And white and red represents the Hanseatic cities, so if they still waved the imperial flag, not only would the biggest part of their country not be represented by it, but the flag would also represent a region that is no longer German, doesn't make much sense.
The gold and red flag might not be as aesthetically pleasing, but it represents Germany as a whole.
