Those are Floristic regions, you changed the title for a bait thread. But even so, there is some grain of truth in this.
People of the Atlantic shores have some affinity in the fact that they have similar diets (fishing, similar fruit and vegetables), similar types of houses to resit rainy and cold climate, more skill in building ships and trade and so on.
Similarly people living in the Carpathians mountains have such analogies.
Generally speaking climate and geography is very important in human culture and history (duh) You can classify ethnographic by the sea, great river, plain or mountains they live in or near. Less by historical borders.
