The Ecumenical Patriarchate in Constantinople is under canon law the sole authority that can grant independence to local churches, as it did with Greece in 1850.

Amidst Moscow Patriarchate threats of a schism in Eastern Orthodoxy, Ecumenical Patriarch Vartholomeos has called on the leaders of all the self-governing (autocephalous) Orthodox Churches to recognise the autocephaly that it has granted to the Orthodox Church in Ukraine.

as far as i'm aware greeks used to be pretty stingy about granting autocephaly. and it's always political if you do or don't
granting it to ukraniant right now, since their government demands it, is clearly an attempt to undermine russian authority. something which in the region can be good for balance and peace

Greek Church doesn't grant autocephaly, the Constantinople Patriarchate does (which also needs to have a Patriarch of Christian faith that was born a Turkish citizen to be eligible for the title)
