The actual number of Indians working in that sector of ICT is quite small. Also, IITs are better (and attract better students) than basically everything in Latin America.
That education proposal, if enacted, would duplicate what happened in our high schools/lesser colleges. A sea of incompetents go in and flail, but low graduation rates make everyone upset, so standards are lowered and degrees signal less and less about graduates.
