Those are arctic/Siberian temperatures. Italian cities are way too close to the warm Mediterraenan sea for any of those temperatures and Germany only has those temperatues when there is a very stern eastern wind bringing Russian cold into Europe.

Snow isn't really that common in western europe (unless you go to the mountains). Only few times a year in big cities like Paris, London, Milan... Even rarer in cities like Lisbon, Barcelona, Rome.

Rome is on the Sea, same as Naples, it does snow a couple times a year in Milan but it melts immediately because the city is hotter than surroundings, the whole area around milan gets consistent snow though.
