the other Caucasian peoples get autonomy rights within the Russian Federation
same with Basques, the Hungarian minority in Romania, Sami in Scandinavia etc
for all these groups it wouldn't make sense to create independent states because they're too small or geographically located very unfavorably
so autonomy within a larger state has to suffice

It's supposed to be extreme. And overall it's not that impossible even if you start in the 19th century.
Russia did plan to get the straits, they did support Panslavism among the nations they wanted to subjugate. There were outrageous Greater Serbia, Bulgaria, resurrected Great Moravia plans back then, even during WWI. They even supported Polish nationalism against Germany so it wouldn't be concentrated on them. If they didn't have a few setbacks in the 19th century they could have become very powerful in the early 20th century ans steamrolled the other countries.
