You can. Raw meat isn't bad for you by default, it's only when it's handled with poor hygiene that it becomes a health risk. You can eat raw liver, raw mince, raw steaks, raw chicken etc. so long as it's done properly and with sanitised tools.

When I was a teenager, my mum was going out with a guy who used to eat bits of a raw mince, chicken, etc. while cutting up food for dinner. He was one of the grottiest, rancid cunts I've ever met and I really have no idea how he didn't die of some illness up to that point.
These weren't locally sourced, high quality or particularly fresh cuts of meat, either.

I've eaten raw liver and mince here (it's a delicacy here) and it tastes amazing. Way better than when it's cooked and all of the flavour is just sucked dry out of it. Raw meat also absorbs spices better. Don't knock it until you try it.

raw meat is only "unsafe" when it has been handled by a shitty butcher in a factory, it only happens due to cross-contamination from the intestines.
I only eat meat raw since I dislike the texture of cooked meat, but I get it from reliable sources.
