ohhh i remember you mean counter, we call it counter here, i used to play counter strike that one with bad graphics and half life 2 with my friends all the time there lol.

we just called them "ciber" here, its basically a place where you pay to use a computer for certain time. young ppl use it as a hangout place to play videogames together

I used to skip high school and play c.s 1.6 and dota with the bros

And to use the internet if they don't have a connection at home. There's also unique things in some countries, for example:

internet cafes lasted a long time in spain, specially in areas were internet access was rare like mountain areas. we only started really adopting internet in the late 90's and lots of people didnt have computer until the late 2000's or even 2010's since this is a boomer nation
the local cybercafe in my town only closed 4 years ago or so, and there used to be a huge 50+ computers cybercafe that closed like 10 years ago

Amsterdam also has pop-up arcades, roller rinks and other outdated stuff from the 80s and such but it's just temporary fads for tourists and local fashionistas

in france it was mostly a thing to nerds and it was full of kids

Also I think in the back of most of those Turk Lycamobile/Lebara phone shops there often are computers you can use to message your ISIS buddies

There is one in my hometown (made somewhat famous by the fact that Elliot Roger used to hang out there and play WoW) that was pretty full and busy the last time I checked. I never played anything there though.
