The guy is swarthy because his ancestors were, and clearly if their skin colour was dark enough to be given this name then they must have been outsiders of sorts.

Your etymology is only possible because Normandy is relatively close to Brittany, but the Spanish equivalent, "Moreno", also changed the "mau" phoneme to a "mo". So if the same phenomenon happened in another Romance language, then "Morin" is more likely to descend from Latin.

Hervé Morin is from Normandy. There are brown eyed and black haired native Irishmen and Germans just like there are blue eyed Sicilians. The world is not as simple as south=brown and north=white
