Did you actually experience a severe confusion? The picture lists countries in which the official language is English, and the point is in that most ESLs know the language better than people from these countries.

Russian posters generally have worse English than most others on this board I would say. Also irl the only countries that have as good English as us is Nordic countries and NL. Most others have quite strong accents/bad pronunciation and so on

How is the accent relevant to the knowledge of the language? You can be 100% fluent yet still retain your native accent, or you can barely be C1 but put hundreds of hours into practicing an accent and sound like an american or something.
Accent is also never a criteria in the english tests - they test your comprehension and they test your ability to form sentences and keeping up with the conversation. Not a word about accents.
Russians don't really need to learn English.
Most films/games/books get Russian translation straight away (as russo-sphere is HUGE and includes post-soviet countries and even some Eastern Block boomers). Russian internet segment is massive as well.
But if you are from a countrylet like Norway or Netherlands, you are stuffed - no Internet, no content.
What's with the double standards Europeans have with accents? Native English speakers don't care that someone learning English has a thick accent but if I slightly mispronounced a word in German due to my accent, they would laugh and tell me not to learn it

So many assumptions and projection, go back to plebddit perhaps? My accent is very minor, I've been working on my articulation and vocality for quite a long time now. The only thing natives notice about my accent is the deeper "i" sound and sometimes the non-palatalized consonants here and there.
I bet your mutt ass doesn't even know half of that terminology, but keep assuming shit mate, nothing more could be expected from that fl*g.
My point was that if you as a native speaker struggle to understand a certain accent it doesn't mean that the person who's speaking with that accent is automatically non-fluent in english.
Similarly to my previous point, you can go to some redneckest county in the US and check out their dumb accent and you'd struggle to understand it. However it's their mother tongue and they're 100% fluent in it. The key takeaway from this is that you don't understand them, not that they can't articulate themselves properly.
