Provided that the world is populated with many nations which deserve sovereignty and violence is necessary to maintain sovereignty, it is useful to distinguish between violence which protects sovereignty and violence which destroys sovereignty, or violence which is in excess of what is necessary to protect sovereignty. Invading Finland was criminal in my opinion, but invading Poland with an explicit plan of ethnic cleansing was clearly a worse war crime.
