Cali is a strong contender for best state in America.

Yes homeless people migrate to Cali because it has a temperate climate, luckily unless you're brain-dead you can just avoid the areas with homeless people in them.
The only significant problem Cali has is real-estate (which is so expensive because everyone wants to live in Cali) and city design.
