Just use old fashion textbooks/grammar books, you have to go through the whole grammar of a language to learn it. Stuff like duolingo only works for learning general communication stuff, not the whole language.

read a shit ton in the language you want to learn. find stuff to read that interests you and just accumulate as much material as you can.

Aside that, reading all stuffs kind of articles. Duolingo (web version is better) + Anki Web (android app) and download language deck in which you are interested in. Also buy textbooks/grammar books I prefer pdf then you can read it on your phone anytime.
It's really important to surround yourself an 'x' language which you want to learn. Note my English is still fucked, but I'm just to lazy to learn how to properly using grammar.
