It is meant to exaggerate things to make things look worse.

It is not the real temperature.

It's a real phenomenon (i.e., high wind velocities causing increased rates of heat loss) but there's no universally agreed upon way to calculate it apparently. So perhaps there is some wiggle room in the calculations that allows for exaggeration, idk.
