Cyrodiilians - Eclectic mix of equal parts Imperial China and Imperial Rome, with shades of Renaissance French and Italian. Also vaguely Edwardian English.
Altmer - Vaguely reminiscent of Ancient Greece, Athenian influence in their dedication to learning and art, Spartan influence in their dedication to eugenics- also a weird mix of real-world philosophies and theories. Their worldview blends social darwinism, gnosticism, Rosicrucianism and masonry, buddhism, Kabbalah and the Talmud, Aryanism, Manifest Destiny, Pythagoreanism and Occultism.
Redguards - Vague mix of Barbary slavers, Moors, Japanese samurai, and West African (variously Mali, Hausa city-states, and Tuaregs depending on region). Also some Swahili shades.
Orcs - Vaguely reminiscent of Slavs who lived in autonomous tribal communities. Also maybe reminiscent of Shia Islam, and Papua New Guinea for their many-wives, self-punishing, warrior culture
