I earn €4600 and pay €1600 in tax so I'm left with €3k. My apartment costs €1300 a month. The rest is for bills and other living costs.

I earn nothing yet besides my student loans and small sidejob which pays 12€ an hour after tax.
I work about 8 hours a week so I get around 370€ a month extra to my student loans of 1000€ per month. Also I get subsidies from the government for healthcare which covers 75% of my monthly expenses and I get rental allowance because I live in my own place which has a low enough rent, so I get about 1000+99+370+190 euros a month from student loans, subsidies and my side job per month. My rent is 540 and healthcare cost about 130, tuition fees are 250 a month for 8 months of the year, groceries are about 200 a month for me as well.

We used to but they got rid of it. You still had to pay tuition fees but you got 170€ from the government per month if you lived at home and over 300 a month if you were living in a room or somewhere on your own and studying.
On the condition you get a degree (Masters) within 10 years that was.
Nowadays the only thing we still have is free public transportation for 5 years of studying which you have to pay back if you don't finish studying (2k per year you used it) and get for free if you get a degree within 10 years.
