Secular Jews will almost entirely not know any. Religious Jews will mostly be able to read, understanding will be varied from fully comprehending to those who rely on a translation.
Of course there is a distinction between modern Israeli Hebrew and biblical Hebrew. Hassidic Jews will often speak fluent Yiddish which is written with Hebrew characters. Whether a jew speaks Hebrew is pretty much dependent on how much of a connection that have with Israel i.e. parents, serving in IDF etc.
Yes, i've seen them reading jewish newspapers on the subway.
Not all, but most know at least some.
