Can anyone tell me what uniform this is/country of origin and time period? Apparently this mans a Spaniard but I have a hard time imagining he fits into the family tree.

Maybe a Prussian supplied uniform from 1903 that was modified? Closest i could find with different cap.
I also found the medal on the collar. Seems more like a larp uniform the person put together for a photo, good luck on anyone else to find something on it.
Looks similar to a Russo Japanese war navy uniform. I just have no clue about the cross, the Japanese wouldn’t have used that as a medal right?

The area in South Texas I grew up there were a ton of Spaniard men that looked like that. Almost asian/Pacific looking but not quite.
Googling "Maltese Cross with wreath insignia" led me to a .pdf that described its use by the US Army Hospital Corps as a hat device for Non-Commissioned Officers from 1901-1902, but it doesn't really match the one in your pic and obviously it was worn on the hat, not the collar of the tunic.
I suggest looking up Spanish military insignia from 1870-1930 period to see if anything matches.

Different person but this man is 100% living in Spain in this photo. Think you got it. I guess the original photo subject just had asiatic features. The head wrap confuses me though.

Search "cruz de malta laureada", he could be from "Cuerpo de sanidad de la armada".
And according his facial characteristics and era, he could be a spanish military during the phillipines war, but he must be at least half Asian

I don't really know how to feel at times. I mostly identify more with American autism and my dad generally speaks Spanish and doesn't really mind but I feel bad for kinda neglecting his side of my family.
I’d love to learn gallego for heritage and meme potential reasons, but it’s just shy of impossible outside of Galicia.
