Theres nothing particularly wrong with what is happening he brought this upon himself it seems, its just amusing to see the reaction between the cop and the perp. Like the guy is clearly going out of his mind and the cop is following his training, if the guy makes a wrong move or doesn't realise how the positions of his arms can be misconstrued by the officer then there will be fatal consequences. He maybe doesn't at all realise how he can still get shot, or maybe even how he could get shot in the first place or how things usually go if a cop suspects you could have another concealed firearm.
In his mind he has given up, because he isn't thinking clearly he thinks the cop is supposed to know this so he is pleading with him like he is really going to submit now and not be a threat, when he gets shot the second time due to him spazzing around its just hilarious to watch.
