Box construction in the U.S. consists primarily of plywood and sheet metal; in Europe, it's steel, aluminum and carbon fiber, with plastic interior surfaces.

The response times for ambulance in US is around 24-30min on average, whereas it's around 8-9min in Finland. This being a pretty rural country, I'd expect the average to be less in more evenly and densely populated countries.

Not really. Those things will literally last 500,000 miles, (that's a little over 800,000km) with minimal servicing because they were built like trucks on a body on frame platform and had big understressed V8s so that's why you'll occasionally still see some in use with police still on rare occasions but most departments here have switched to a mix of Ford Explorers, Ford Tauruses and Dodge Chargers. The last time the cars in your pic, Ford Crown Victorias haven't been manufactured in almost a decade now, they just last so long that you'll still see them periodically in some roles. Usually when I see them they're beige or black detective cars.

The Crown Vic could have been seized from a Russian who could afford one or possibly actually purchased by Russian police agencies. Ford did in fact sell Crown Victorias in Russia in the 90s btw and Crown Victorias were literally the cheapest full sized cars you could buy in the 90s. There's a reason why government agencies used them. Russian cops also drove more expensive Mercedes in the 90s sporadically so the cost argument doesn't hold any water. Considering that if you look up Russian police Crown Victorias up on google images, you'll see different variants with different vehicle numbers on them so I'd assume Russia actually purchased some.
Just because you live in some impoverished shithole where the government can't buy anything without some extended scandal doesn't mean Russia didn't have the capacity to buy fucking police cars in the 90s you fucking mong.
