no, because the term in its modern usage emerged from people who called themselves "classical liberals". the term neoliberalism was used by mostly critics to talk about the emergence of these new "classical liberal" economics and policy advocates. since its such a widely recognized term now you hear some people in that ideological lineage owning it.

(in the early-mid 2000s in my early political awakening it was helpful to recognize these common principles of right wing economic thinking and their development since the mid century, but now that there is a much stronger left movement in many western countries, particularly the anglosphere, pointing out the obvious problems with the consequences of neoliberalism without identifying it as an economic philosophy is generally more practical. i.e. in the UK why not just say "thatcherism" or "austerity" or "deindustrialization" when referring to the ramifications of specific policy problems and economic choices?)
but i would recommend david harvey's "a brief history of neoliberalism" as a primer.

Exactly this, much of 'cultural Marxist' critique actually talks about how the Capitalist culture industry is able to constantly appropriate and assorb anti capitalist, anti authoritarian messages, commodify it and sell it back as products. Like a punk jacket sold in a luxury boutique for example. Ironically this form of critique itself is also not protected from this constant appropriation like this song from Kate Perry that is inspired from Debord's society of the spectacle.
