No one in the eastern half of MENA understands Maghrebi because no one here grows up hearing it regularly so it sounds very foreign. So, I think if people grew up without exposure to Egyptian, they won't understand given how different the dialects are.
The dialects differ in grammar, vocabulary, sometimes basic words like "How?" or "How much/many?", etc.
