Limit urban sprawl, have high density cities but allow small municipalities here and there to manage facilities etc.

Like a city of one to two million, and around it medium municipalities where people live and transport into the city for their jobs with break-of-bulk facilities.

Outside of that you'd have close to independent towns and villages that only serve as some post for travellers and/or the harbouring of primary sector workers but other than that I really don't see why it has to be either mega cities containing 10 million or an urban sprawl in which you can't walk through five trees and a pond before seeing the next road/tank station.
