The best way is to make needs to speak it via policies and heavy shilling from media. The bastards shill for every globohomo crap and it works but they don't even half arse it for the revival of the national language. So creating a need to speak it + media shilling to make it one of the most/the most thought about issues would give people the motivation and the want to learn it, and also being around the Irish language would get people more familiar with it.

It's a bit different, I feel, given the state of the language. If I lived in the heart of a Gaeltacht, or in a world where Irish was the majority tongue, then I would feel personally afflicted. I believe it is more that the country as a whole has lost or is losing the core of its heritage and that I am merely a part of that. But I haven't given up and hopefully neither has the nation.
