Very common but it's on a downtrend because prices are increasing every few months and the laws on public smoking have been becoming more restrictive ever since 2011
Not that I've seen, maybe they do it in their own dorms or apartments but not many people out around the university. We recently changed to a smoke free campus though so that could be why

You are endlessly shamed and people fake cough around you for some reason i dont understand. Basically how all addiction is viewed in america is they are degenerates and deserve anything bad that happens to them, and treatment is blocked behind a huge paywall. Addicts are usually too ashamed to let anyone know because of the harsh attitudes towards it and cant afford proper treatment anyway. It is one of the only diseases you can get yelled at for having and people cheer in the street when an addict dies. Good ol american empathy in action.
