Anyways, Norwegians (and Swedes) can small talk, but for the most part they don't with strangers on the street. However if they are spending a lot of time together for some reason, for example a long airplane trip, or a long train trip, or whatever, then it's quite likely that they end up smalltalking. Waiting for the bus isn't long enough for most people to start talking, they have their nose down in their phone instead.

Smalltalk is a bit more common here in the northern parts of Norway. It's not uncommon to have a conversation with a random guy at the bus stop

I was talking to a finnish guy when we went on vacation (in a place here in flipland), and he was pretty cool.
Maybe he was an isolated example but they're pretty nice people to talk to.

Yes, it's the same in southern Europe. Talking with some stranger on the street out of the blue is mostly a US east coast thing. The problem in greece though is that once they start talking to you, they don't know when to shut up.
