European roads were either private ones to company mines,plantations and so on and so forth. That means that roads to them were built CHEAP to cut costs.

Colonial roads funded by native taxes weren't made fir local climates, building good roads isn't imperative since companies owned by Europeans make more money from road repairs of weak roads.
